Why is the alarm number 110 instead of 001 or other numbers?

January 10th this year is the 33rd National 110th Publicity Day. Calling 110 for help has now become everyone’s consensus. Then, why is the 910 number instead of 001 or other numbers? In fact, there is really learning in it.
The 110 telephone originated in Japan, and Japan began to use 110 as an alarm telephone number in 1948. However, in that year, some areas used numbers such as 1110, and the whole country was very chaotic. Therefore, when Japan promulgated the new police law in 1954, it was unified into 110.
According to relevant media reports, there is a little secret in the choice of "110" for three reasons: 1. To make it easier for citizens to remember. 2. In order to reduce false positives, three digits are selected. 3. At that time, most of the telephones used were old-fashioned telephones with dials. The time to dial "1" was the shortest and "0" was the farthest, so the first two digits of the telephone were set to "1". In order to calm the alarm person down, the "0" at the end is added, so that some dialing time can be increased to calm the alarm person down, so that the situation can be completely described and important information can be prevented from being missed, thus forming "110". Dial-type telephone needs some time to recover after inputting the number once, which may indeed be a good time to tidy up your mood before calling. If the caller finds that he dialed the wrong number, or he doesn’t want to call the police after dialing 110, because it takes the longest time for "0" to recover after dialing, there is still time to hang up after dialing.
In the future, the old dial-up telephones were eliminated and replaced by touch-tone telephones, so there was no question about the length of dialing.
And our country’s alarm telephone number, in fact, was not 110 at first. It’s a long story. Many years ago, Chen Sensheng, the head of the 110 Command Center of Guangzhou Public Security Bureau and the first generation of 110 police officers, gave a detailed introduction to the development of Guangzhou’s alarm telephone when interviewed by the media.
Before the founding of New China, the Guangzhou Public Security Bureau under the rule of the Kuomintang had a "00" phone for stealing police. After the liberation of Guangzhou, on the eve of the National Day in 1951, the "00" phone in Guangzhou was managed by the Guangzhou Public Security Corps, which was established by the army, and was placed in the office located in Yuehua Road, Guangzhou. However, in the early days of liberation, this police phone rarely received burglar alarm, and most of them were information about enemy spy activities.
By December 1958, the "00" stolen police phone was handed over to the Guangzhou Public Security Bureau with the Guangzhou Public Security Corps. "It is mainly aimed at the unit, so that they can provide the police with enemy information." Chen Sensheng said that because there were few criminal cases and the telephone was not popular at that time, the "00" stolen police phone did not go deep into people’s lives.
After surviving behind the scenes for more than 20 years, in the 1970s, the "00" number withdrew from the historical stage, and the direct reason was that it collided with the area code of international calls.
It turns out that as soon as international calls appear, people will find that the first two digits of their area code are also "00", which is easily confused with the "00" of the stolen police phone when dialing by pulse phone. In order to maintain direct telephone contact between the police and the people, in 1973, the Ministry of Posts and Telecommunications changed the "00" stolen police telephone number to "01" Fei Jing telephone number.
Chen Sensheng remembers that at that time, "01" was only connected to an alarm phone and placed in the duty room of the Public Security Bureau. No one answered it. "Whoever is on duty will take care of it."
But for a long time, the situation of "01" and its predecessor "00" was similar, and they didn’t ring often.
Whenever people encounter public security cases, they almost always choose to report to the police station or call the public security bureau through the residents’ committees in their jurisdiction. "01 is just a hotline for reporting enemy agents, and it only receives a few calls every day."
The situation changed in the early 1980s. With the development of economy, the floating population in Guangzhou is gradually increasing, and new social security problems are constantly emerging. With the popularization of communication facilities, the conditions for calling the police by telephone are gradually mature.
In 1982, Guangzhou Public Security Bureau began to try to use the new number "110" to receive telephone calls from the masses.
So, why not use the "01" number anymore?
At that time, 999 was the most widely used alarm number in the world, including Hong Kong, which is close to Guangzhou. When choosing "110", the Guangzhou Public Security Bureau not only learned from the experience of Japan and South Korea, but also took technical considerations. Chen Sensheng said that the dialing time of 110 three digits is the shortest and the easiest to connect.
With the further increase of public security pressure, Guangzhou police urgently need a system integrating alarm, command and handling, and the work of establishing alarm service desk has been put on the agenda.
In 1984, Guangzhou Public Security Bureau set out to design the city-wide general command and contact system for the alarm service desk. In the second half of the second year, the system began to enter the debugging stage, and the alarm number was still "110".
On January 10th, 1986, Guangzhou Public Security Bureau took the lead in establishing China’s first 110 alarm service desk, and officially launched the 110 alarm service.
In addition to China, many areas in Asia, such as South Korea, also use 110, and even some countries in Europe and America, including Germany, also use this simple and easy-to-remember alarm phone.
