　　"The problem of farmers in agriculture and rural areas is a fundamental issue related to the national economy and people’s livelihood, and we must always solve it well ‘ Agriculture, countryside and farmers ’ The issue is the top priority of the whole party’s work. 　　In the past, China has made remarkable achievements in agricultural development, feeding 21% of the world’s population with 7% of the world’s arable land, basically achieving food self-sufficiency and ensuring the country’s food security.

　　However, with the development of social economy, China’s agriculture is also facing some prominent problems: staged oversupply and insufficient supply of agricultural products coexist, farmers’ ability to adapt to the development of productive forces and market competition is insufficient, rural infrastructure and people’s livelihood are in debt, the national support system for agriculture is relatively weak, and the task of rural financial reform is heavy.

　　Promoting rural revitalization depends on deepening reform. General Secretary of the Supreme Leader pointed out that rural reform is an important part of comprehensively deepening reform, and the key to doing a good job in "agriculture, countryside and farmers" is to be energetic to reform. Since the 18th National Congress of the Communist Party of China, the Central Deep Reform Group has repeatedly focused on agriculture, countryside and farmers. China rural areas are releasing great vitality and vigor in the deepening reform.

　　In accordance with the requirements and deployment of the central government to comprehensively deepen rural reform, the "separation of powers" of rural contracted land has made significant progress, the reform of rural collective property rights system has been steadily advanced, and the reform of the purchasing and storage system of important agricultural products such as corn, soybeans and cotton has achieved substantial results. The integration of urban and rural development has taken a new step. The income growth rate of farmers has been faster than that of urban residents year after year. The basic medical care and pension system for urban and rural residents have begun to merge, and more than 80 million agricultural migrants have become urban residents. Rural public services and social undertakings have reached a new level, rural education, culture, health and other social undertakings have developed rapidly, the construction of rural water, electricity, roads, gas, housing and information technology has been accelerated in an all-round way, and the improvement of rural human settlements has been carried out in an all-round way.

　　As the supreme leader pointed out, the development of rural areas depends on hundreds of millions of farmers. We should persistently promote rural reform and institutional innovation, give full play to the main role and initiative of hundreds of millions of farmers, and stimulate the vitality of rural development.

　　Nowadays, rural society has a new look, farmers are more motivated, the relationship between the party and the masses in rural areas is more harmonious, the society remains harmonious and stable, and the party’s ruling foundation in rural areas is further consolidated.

　　"Agricultural modernization" was first put forward at the First National People’s Congress in 1954, which has been used for more than half a century and is well known. In the report of the 19th National Congress of the Communist Party of China, the central government proposed "accelerating the modernization of agriculture and rural areas". With the addition of a word, we can see a more complete new blueprint and a clearer new development path for rural development in China in the new era.

　　At the Central Rural Work Conference held not long ago, "agricultural and rural modernization" was mentioned four times as the key word of the conference. As an annual heavy work conference, it can be seen that it has a heavy weight in the deployment of rural work.

　　"The way out for agriculture lies in modernization, and the key to agricultural modernization lies in scientific and technological progress." 　　A few days ago, the "Guiding Opinions on Promoting the Construction and Development of Agricultural High-tech Industry Demonstration Zone" issued by the General Office of the State Council is a concrete action to implement the strategic deployment of rural revitalization. It is clearly put forward that scientific and technological innovation should play a key and leading role in the structural reform of agricultural supply side, improve the comprehensive efficiency and competitiveness of agriculture, and seize the commanding heights of world science and technology and agricultural science and technology competition.

　　At the beginning of the new year, the "Broccoli Industry Research Institute of Jiangsu Academy of Agricultural Sciences" was unveiled, which will insert a powerful "technology wing" for the booming broccoli industry here. Now the broccoli here is not only supplied to the domestic market, but also exported to Japan, South Korea, Europe and America. In the face of fierce international competition, technology is the key to win the initiative.

　　According to the strategic arrangement put forward by the 19th National Congress of the Communist Party of China to build a well-off society in an all-round way and achieve the goal of the second century, the No.1 Document of the Central Committee in 2018 proposed that by 2020, important progress will be made in rural revitalization, and the institutional framework and policy system will basically take shape; By 2035, decisive progress will be made in rural revitalization and agricultural and rural modernization will be basically realized; By 2050, the countryside will be fully revitalized, and strong agriculture, rural beauty and farmers’ wealth will be fully realized.

　　If China wants to be rich, farmers must be rich. Today, with the implementation of the rural revitalization strategy, the central government has taken various measures to broaden the channels for farmers to increase their income. Farmers who once faced the loess with their backs to the sky have now expanded their income sources to four main channels: family operational income, wage income, central subsidies and other transfer income and property income. Farmers’ sense of acquisition and happiness has been significantly enhanced.

　　Entering the new era of Socialism with Chinese characteristics, the rural revitalization strategy being implemented has put forward new goals for the "money bag" of more than 600 million farmers in China. Under the guidance of the specific goals and measures of the CPC Central Committee, we will promote the all-round upgrading of agriculture, the all-round progress of rural areas and the all-round development of farmers, and write a new chapter in the all-round revitalization of rural areas in the new era.
