Issue false emission inspection report by case interpretation method ｜, penalty!

In February, 2024, law enforcement officers found that some vehicle testing data of Luoyuan Shunyun Motor Vehicle Service Co., Ltd. were abnormal through the background of "Fujian Motor Vehicle Pollution Prevention and Control Supervision System".The process data of various exhaust pollutants in the simple transient condition method of gasoline vehicle detection are basically unchanged, which is obviously different from the fluctuation of various process data in normal detection. Law enforcement officers further retrieved the detection video and found that the company’s inspectors had illegal actions such as pulling the sampling tube behind the exhaust analyzer and opening the standard gas bottle when detecting the vehicle A7363G on February 2, 2024 and J4J385 on February 29, 2024.Law enforcement officials decided that the inspector should unplug the exhaust sampling tube and fill the standard gas in the exhaust analyzer to replace the actual emission of the vehicle.

On March 6, 2024, law enforcement officers went to the company for on-site inspection and access to the data and video of the inspection process. In the face of evidence, the inspectors admitted their illegal inspection facts. In order to further verify the influence of charging standard gas on the detection, law enforcement officers transferred the vehicle A63A2 to compare, and the vehicle A63A2 was detected normally for the first time. During the detection process, the detection process data changed obviously with the change of detection conditions. For the second time, the standard gas was introduced to replace the vehicle exhaust, and there was no obvious change in the process data during the whole process of detection, which was consistent with the change in the violation detection process data of vehicles A7363G and J4J385.

Law enforcement officials asked the company to recall the vehicles Fujian A7363G and Fujian J4J385 for re-inspection. On March 18, 2024, law enforcement officers went to the company for re-inspection. The company had recalled the vehicles for re-inspection, and all of them had been repaired before re-inspection. The re-inspection results were qualified, and the data of the re-inspection process changed obviously with the change of testing conditions.
