Hebei province used to be a big industrial province of raw materials such as steel, cement and glass, and made contributions to the economic construction of various places. With the development of economy and society, its industrial structure is biased and its energy structure is not reasonable, especially the contradiction caused by the excess capacity of steel is prominent.
The General Secretary of the Supreme Leader has high hopes for Hebei to speed up the transfer mode and adjust the structure. He stressed that Hebei is the main battlefield for de-capacity, and it is necessary to resolutely go, actively adjust and speed up the transfer; Accelerate the transformation of old and new kinetic energy in reform, innovation and open cooperation.
With the direction of "resolutely going, actively adjusting and speeding up the transformation", Hebei Province keeps "going" out of new development space, "adjusting" out of new development advantages and "turning" out of new development momentum.
In 2016, in Hebei, where steel production once accounted for a quarter of the country at the most, the added value of the equipment manufacturing industry surpassed the steel industry for the first time, bidding farewell to the history of "one steel dominates". In 2018, Hebei’s tertiary industrial structure was changed from "231" in the past to "321". The industrial structure, ownership structure and product structure have all undergone historic changes, and high-quality development has taken solid steps.
Remove the pollution "black hat"
Luquan District, Shijiazhuang City, as the "West Garden" of the capital of Hebei Province, sold the "blue sky at a good price": by the end of July, the region had received more than 11.25 million tourists this year, and the average number of tourists during the "May Day" holiday exceeded 200,000.
Luquan was once an important cement production base in North China. Feng Lixin, executive deputy head of Luquan District, remembers that as a local pillar industry, the financial contribution rate of cement building materials industry was as high as 52%.
"But the rapidly developing building materials industry has also made Luquan people suffer." In Feng Lixin’s view, problems such as high energy consumption and heavy pollution have dragged Luquan onto the heavy "tail" of air pollution and put on the "black hat" of pollution sources in Shijiazhuang.
The phrase "Luquan has three or two soils per capita, and it is not enough to make up at night during the day" is well known to Shijiazhuang citizens. In order to cut off the "tail" of air pollution and remove the "black hat" of pollution sources, Luquan has launched three tough battles, completely ending the history of shaft kiln cement and quarrying production, realizing the withdrawal of cement grinding industry, cutting off four-fifths of cement production capacity and vacating more than 5,600 mu of land.
Such a strong man broke his wrist, and the "pain" he experienced during it, Luquan people felt really: without the "protection" of cement building materials, Luquan fell out of the ranks of the top 100 counties (cities, districts) in China; Yi ‘an Town, which used to account for more than 90% of the local fiscal revenue in the cement industry, had a fiscal revenue of over 100 million yuan in 2011. As the cement industry was reduced, the fiscal revenue was once "stopped".

Cement enterprises that once blossomed everywhere are the biggest obstacles for other industries to enter Luquan. Nowadays, Luquan, which relies on mountains to eat mountains, is abandoned, and a modern industrial system of "leisure tourism industry coverage, electronic information, green food and intelligent manufacturing" is cultivated and expanded. With the car inspection line, second-hand car market, logistics and other projects landing one after another, Yi ‘an Town’s fiscal revenue in 2017 once again ranks among the 100 million townships.
In order to win the blue sky defense war, Hebei Province has been making efforts. Since 2013, Hebei has reduced its ironmaking capacity by 75 million tons, steel-making capacity by 82 million tons, cement capacity by 73 million tons and flat glass capacity by 79 million weight boxes, and hundreds of industrial enterprises with large pollutant emissions have moved out of the city. In 2018, the average concentration of PM2.5 in Hebei Province was 56 micrograms per cubic meter, a decrease of 48% compared with 2013.
"Go" out of new space and "turn" out of new kinetic energy

The combination of "four batches" reduced the number of iron and steel enterprises in Hebei from 123 to 64. "Even if we temporarily lose GDP and fiscal revenue, we must win strategic space for future development" has become a "consensus" in Hebei.
At the end of 2017, with the withdrawal of Aoyu Steel, Baoding took the lead in becoming the first "steel-free city" in Hebei Province. According to the plan, Zhangjiakou and Langfang will also realize the withdrawal of steel production capacity this year.
In Tangshan, the robot industry has become a landscape for the high-quality development of this important steel town. In the field of special robots and welding robots, the robot industry in Tangshan High-tech Zone has continued to lead the country: it produces more than 30 kinds of special robots in six categories, from disaster detection to explosion-proof fire fighting, from pipeline inspection to underwater inspection, and has participated in actual rescue many times; Welding robots have successively displayed their skills in key projects such as Shanghai World Expo Exhibition Hall and Hong Kong-Zhuhai-Macao Bridge.
According to statistics, in 2017 and 2018 alone, there were 3,000 new state-level high-tech enterprises in Hebei Province, with a total of 5,099, and it is planned to exceed 10,000 in three years; The number of small and medium-sized science and technology enterprises in the province has increased by 26,000 in two years and will exceed 80,000 next year.
