As the old saying goes, "seven officials are in front of the prime minister", which is true. Today, Hunan media disclosed the case of Li Yilong, the former secretary of Hengyang Municipal Committee, taking bribes.

The name of Li’s nanny is Hu Xinghong, with junior high school education and no job. In 2014, Wang, the chairman of a real estate company in Hengyang, learned about Hu Xinghong’s work, so he asked her to work in Li Yilong: once he transferred Wang’s cousin, who was a public security officer, to work in Hengyang, and once he recruited Wang’s friend’s son to work in South China University.

On these two occasions, Hu Xinghong gave the materials directly to Li Yilong, asking him for help in marking. After reading it, Li Yilong gave instructions twice. One time, "Please take care of Zhou, the director of Hengyang Public Security Bureau" and the other time, "Please take care of Wen, the president of South China University". The secretary of the municipal party Committee approved the words, and there is no doubt that everything has been done.

In order to thank Hu Xinghong, Wang gave her 100,000 yuan twice, totaling 200,000 yuan. Recently, the court sentenced Hu Xinghong to one year and four months in prison.

From June 2013 to April 2016, Hu Xinghong provided housekeeping and cleaning services for Li Yilong’s residence in Hengyang Garrison. The salary was 3,000 yuan per month, and the expenses were borne by the Municipal Party Committee Office.

How headstrong is Li’s nanny? According to media reports, on the day when Li Yilong was taken away by the Hunan Provincial Commission for Discipline Inspection, Liu Gesheng, the mayor of leiyang city, a county-level city under Hengyang, sent 50,000 yuan to Li Yilong, who is no longer the secretary of the municipal party committee. At that time, Li was not at home, and the nanny took 20,000 yuan from it and only handed it over to Li 30,000 yuan. When Li Yilong was taken away, the 30,000 yuan was seized at the scene.

Nannies are so headstrong because they have a headstrong employer. At the end of March, 2013, Li Yilong, then secretary of Huaihua Municipal Party Committee, was transferred to Hengyang as the party secretary. At that time, a bribery case of the National People’s Congress had just happened in Hengyang, and Li Yilong was once regarded as the "fire fighting captain". However, after he took office, he did not come up with measures to clear up the official atmosphere, but instead engaged in "centralized".

According to local officials, through bribery, Li Yilong punished a large number of Hengyang cadres and promoted a large number of cadres who obeyed him. "No one dared not listen to Li Yilong.". Li is arbitrary in personnel arrangements and often says to organizational cadres: If it conforms to organizational procedures, why do you need your organization department?

From April 19th to 23rd, in just five days, the headline inscription of Hengyang Daily changed three times, which was cited as a joke by the industry. "This is the’ secretary for changing words’. This is not his first time." According to a media practitioner, Li Yilong changed the headline of Huaihua Daily as early as when he was the party secretary in Huaihua. For changing the header three times in five days, the person said with a smile: "This is not too tired to toss people!"

Li Yilong’s "bully" is also reflected in the means to political opponents. He had a bad relationship with Zhang Wenxiong, who was also the secretary of Hengyang Municipal Party Committee. In 2006, they set up a team in Huaihua City. Zhang was the secretary and Li was the mayor. The two did not agree, which led to Zhang only working in Huaihua for one year. According to people familiar with the matter, it was Mayor Li Yilong who "made trouble" with Secretary Zhang Wenxiong.

After Li Yilong arrived in Hengyang, he organized people to actively collect materials about Zhang Wenxiong’s problems. You know, Zhang was already a member of the Standing Committee of the Hunan Provincial Party Committee and the Minister of Propaganda at that time. After Li’s fall, he exposed Zhang Wenxiong, which led to Zhang’s fall six months later.

In March this year, the Hunan Provincial Commission for Discipline Inspection reported the specific details of Li Yilong’s violation of discipline: from 2006 to 2016, Li Yilong illegally accepted gifts from party member cadres totaling RMB 1,537,900, USD 59,000 and EUR 3,000; Reimbursement of high-end items such as brand-name watches and glasses purchased by them with public funds, and payment of related expenses and living expenses for hiring nannies with public funds.

After Li Yilong took office in Hengyang, he brought an off-road vehicle from his original work place to Hengyang for use, and asked the municipal government’s resident office to arrange two over-standard vehicles for its use in Changsha. Since the 18th National Congress of the Communist Party of China, Li Yilong has taken public transport over the standard for many times, including 7 first-class flights, 17 high-speed rail business seats and 12 high-speed rail special seats. Illegal occupation of two public houses with a total area of 374 square meters, and long-term occupation of a luxury suite in a hotel in Hengyang.

In addition to nannies, there are also many cases in which drivers use the influence of leaders to take bribes. Song Jianguo, the former director of Beijing Public Security Traffic Management Bureau, once handled "Jing A" motor vehicle license plates for many people, taking bribes as high as 23.9 million yuan, and was sentenced to life imprisonment. His driver, Yang Changming, also handled the "Jing A" number plate for many times and took bribes of 438,000 yuan.

The process of Yang Changming’s work is: find Wang, the former chief of the secretarial section of the Traffic Management Bureau Office, and provide the name and vehicle information of the owner who needs to apply for a license plate. Wang writes these contents on A4 paper, indicating that it is assigned by Yang Changming, the driver of Song Jianguo, at the bottom, and then find the relevant leaders to sign for approval, and then send the approval form to the duty room of dmv. Then dmv informs Yang Changming or the owner to apply for a license plate.

There are drivers who do things under the banner of leadership and drivers who don’t do things. Ma Menqi, the driver of Gai Ruyin, the former member of the Standing Committee of Heilongjiang Provincial Party Committee, collected 300,000 businessmen under the banner of buying furniture for Gai.

However, he didn’t tell Gai or buy furniture, but kept the money for himself and hid the whereabouts from the businessman who sent it. After Gai Ruyin’s fall, the money-sending businessman confessed a clue of 300,000 yuan, and Ma Menqi was arrested and finally sentenced for fraud.

Nannies and drivers are willful, and leaders are behind them; Leaders are willful, and there is unrestricted power behind them. After Li Yilong’s fall, someone once blamed Hengyang’s leading group. Why didn’t they resist and oppose it? It’s not that they didn’t raise objections. A person in charge of the organization department once pointed out that Li Yilong’s personnel arrangement was not in conformity with the procedure. Li actually reprimanded him loudly in front of a car full of people: If you are promoted, you will be promoted. Do you believe me or not?
