Specifically, it includes fully resuming the implementation of the "National General Office" for mainland residents to travel to Hong Kong and Macao; Implement the "national general office" for mainland residents to apply for visiting relatives, working and studying in Hong Kong and Macao; Adjust the validity period of stay endorsement for mainland students studying in Macao, and fully resume fast customs clearance at ports.

The endorsement of team travel to Hong Kong and Macao resumed "national general office"

For the full resumption of the implementation of the "National General Office" policy and measures for mainland residents to travel to Hong Kong and Macao, mainland residents can submit an application for a team travel endorsement to Hong Kong and Macao to any exit-entry administration agency of the public security organ in the country, and the application procedures are consistent with the household registration.

If the application for team travel endorsement to Hong Kong and Macao is approved, an endorsement can be issued immediately; Those who fail to pass the application must go to the manual window to submit an application, and they can get an endorsement within 20 days after approval.

Peng Ling, Director of the Immigration Department of the National Immigration Bureau:From May 15, 2023, mainland residents can submit an application for team travel endorsement to Hong Kong and Macao to any exit-entry management window of public security organs in the country with a valid travel permit to and from Hong Kong and Macao. The application procedures are the same as those of their domicile, and no other application materials are required. 

The policy optimization also adjusted the validity period of stay endorsement for mainland students studying in Macao.

Peng Ling, Director of the Immigration Department of the National Immigration Bureau:From May 15, 2023, the exit-entry administration department of the public security organ will issue a stay endorsement with the same validity period as the study period for mainland students studying in Macao universities.

Mainland residents who intend to travel to Hong Kong and Macao for reasons such as visiting relatives, working, studying, seeking medical treatment, litigation, handling property, etc., can submit applications for visiting relatives, staying and other three types of endorsements corresponding to the reasons for the application to any exit-entry administration organ of the public security organ in China, and the application procedures are the same as those of the household registration.

Who can apply for visiting relatives in Hong Kong and Macao?

Mainland residents can apply to visit their relatives who have settled, lived, studied or worked in Hong Kong or Macao for a long time. The range of relatives is: spouse, parents or spouse’s parents, children’s spouses, brothers and sisters, (foreign) grandparents and (foreign) grandchildren.

Who can apply for an endorsement to stay in Hong Kong and Macao?

Mainland residents who go to Hong Kong for attachment, schooling, employment, residence and training with the approval of the relevant departments of Hong Kong, or those who go to Macao for attachment, schooling and employment with the approval of the relevant departments of Macao, and the relatives of employed persons with the approval of the relevant departments of Macao, may apply for an endorsement for staying in Hong Kong and Macao.

Who can apply for other kinds of endorsements to Hong Kong and Macao?

Mainland residents who apply to go to Hong Kong or Macao for medical treatment, litigation, handling property, taking exams, academic exchanges, visiting critically ill patients, attending funerals and other special reasons may apply for other kinds of endorsements to go to Hong Kong and Macao.

National Immigration Bureau: Fast customs clearance at ports will be fully resumed from May 15th.

The adjustment and optimization of entry and exit policies and measures also includes the full resumption of fast customs clearance at ports from May 15th. The policy specifies in detail who can pass through the fast-track border inspection.

Peng Ling, Director of the Immigration Department of the National Immigration Bureau:Since May 15, 2023, China citizens who hold ordinary passports, passes to and from Hong Kong and Macao, passes to and from Taiwan, passes for Hong Kong and Macao residents to and from the Mainland, mainland travel permit for taiwan residents and multiple valid entry and exit passes a year; Foreigners holding foreign passports and permanent residence permits for foreigners, foreign electronic passports and residence permits for foreigners for more than 6 months; China crew members working on scheduled international flights and foreign crew members who can enter the country visa-free or have completed their crew, employment visa or residence certificate for more than one year can pass through the border inspection express channel.
