The Chinese representative called for preventing the situation in the occupied Palestinian territory from getting out of control.

Xinhua News Agency, United Nations, July 27th-China’s Permanent Representative to the United Nations, Zhang Jun, said on July 27th that the situation in the occupied Palestinian territory has been deteriorating rapidly for a period of time, and the frequency and intensity of conflicts have been rising, which is deeply worrying to China. The Security Council should attach great importance to it and take effective actions to prevent the situation from getting out of control.

Speaking at the open meeting of the Security Council on the Palestinian question in the Middle East on the same day, Zhang Jun said that it is necessary to take a clear-cut stand against violence. China condemns all violence against civilians in the occupied territories and calls on all parties concerned to maintain calm and restraint and avoid any unilateral actions that aggravate tensions. The occupying party should earnestly fulfill its obligations under international law, prevent the excessive use of force by the military and police, and prevent violations of the personal and property safety of the people in the occupied territories. Palestine and Israel are inseparable neighbors, so we should break the cycle of violence and seek common security.

Zhang Jun said that the international rule of law must be effectively safeguarded. Settlement activities in the occupied territories violate international law and relevant Security Council resolutions. This is beyond doubt. China calls on Israel to stop all settlement activities and return to the correct track of the "two-state solution". China calls for earnestly safeguarding the historical status quo of religious holy places in Jerusalem, respecting Jordan’s jurisdiction and avoiding provocation and incitement. There should be no double standards in the implementation of international law.

Zhang Jun said that we must support the improvement of the economy and people’s livelihood. Unreasonable restrictions on the movement of people and goods and land use in the occupied territories should be lifted immediately to create conditions for the development of Palestinian communities in the West Bank. China calls for the lifting of the blockade on the Gaza Strip as soon as possible and the removal of obstacles to access to humanitarian and reconstruction materials. The international community should increase its development assistance and humanitarian assistance to Palestine, support the work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, and effectively safeguard the economic and livelihood needs of Palestine.

Zhang Jun pointed out that the "two-state plan" must be fully implemented. The repeated intensification of the situation on the ground fully shows that piecemeal crisis management is difficult to last, and a comprehensive and just solution is irreplaceable. The United Nations, including the Security Council and all parties in the international community, must show a sense of urgency and wait for no time, make greater efforts to promote the resumption of peace talks between Palestine and Israel on the basis of relevant United Nations resolutions, take strong actions to promote the "two-state plan", and make a stronger voice to safeguard fairness and justice.

Zhang Jun said that China is willing to continue to work with the international community to make positive contributions to the early realization of a comprehensive, just and lasting settlement of the Palestinian issue and the promotion of long-term stability in the Middle East.
