In order to have a deeper understanding of the ecological protection, the living conditions of herders and the local transformation and development of Qilian Mountain, A few days ago, He Yingchun visited Wu Xiaodong, a herder in Dacha Village, Sunan Yugur Autonomous County. During the investigation, she saw the changes in Qilian Mountain. "When I went, I saw many animals along the way, including blue pheasant, green sheep, blue sheep, etc., and some animals that could not be named." He Yingchun said.
Wu Xiaodong, a student he Yingchun once taught, is now a herdsman in Dacha village.
Wu Xiaodong told her that the ecology is getting better and better, and many animals can often be seen when grazing, but this has also brought some troubles to herders. "Groups of rock sheep sometimes eat herders’ pastures, leaving herders’ cattle and sheep with no grass to eat."
He Yingchun believes that Qilian Mountain, as an ecological barrier in the west, not only protects the ecological environment, but also enhances the happiness of herders. Therefore, she listed Sunan Yugur Autonomous County as a key county of leisure agriculture in China, established a high-quality pasture base, and wrote it into her proposal to get rid of herdsmen’s dependence on pasture.
Sunan Yugur Autonomous County is located at the northern foot of Qilian Mountain. For He Yingchun, vice president of Sunan Yugur Autonomous County No.1 Middle School, protecting the ecological environment of Qilian Mountain is engraved in his bones.
Growing up under Qilian Mountain, He Yingchun has never left her hometown in her work and life. Her persistence in green mountains and her love for her hometown are all in that proposal.
After being elected as a member of Chinese People’s Political Consultative Conference Committee for the first time in 2013, she put forward suggestions on further strengthening the ecological protection of Qilian Mountain. Since then, she has put forward proposals on ecological protection of Qilian Mountain every year.
In the past 10 years, she witnessed the ecological environment in her hometown getting better step by step.
In 2022, Sunan Yugur Autonomous County was awarded as "Project County of Grassland Animal Husbandry Transformation and Upgrading of the Year", and the state arranged 40 million yuan of project funds to support the transformation and upgrading of grassland animal husbandry. Sunan county has become the only county in Gansu province to carry out the construction of the pioneering area for common prosperity of all ethnic groups.
At this year’s National People’s Congress, she proposed that the pilot counties in the pioneering area of common prosperity for all ethnic groups in Gansu Province should be included in the cooperation plan between the east and the west to support it.
Constrained by factors such as nature, environment, resources, geography, location and land, capital, talents and technology, local infrastructure construction lags behind, and there are still shortcomings and weaknesses in the construction of public service systems such as education, medical care and culture.
He Yingchun said that Sunan Yugur Autonomous County will be included in the scope of cooperation and fixed-point assistance between the east and the west, so as to improve the lag of local infrastructure construction and the shortcomings of the public service system, and explore successful experiences and models for realizing common prosperity in ethnic minority areas and important ecological functional areas, so that herders in pastoral areas will have more opportunities for transformation and development, and truly realize that they will live up to their responsibilities.
