  The overall situation of coal mine safety production in China has improved steadily and achieved remarkable results. The number of coal mines in China has decreased from 37,000 at the beginning of this century to 5,268 in 2019. The annual death toll of coal mine accidents in China dropped from 9,506 at the end of last century to 316 in 2019.

  The reporter asked, in the three-year action plan, two special projects, coal mine and non-coal mine, are specially arranged, and what are the work objectives.

  Li Haowen, head of the General Office of the Emergency Management Department, introduced that the three-year action plan mainly adopts three measures: one adjustment, two promotion and three supervision.

  "One adjustment" is to intensify the adjustment of coal mine industrial structure. In the past three years, small coal mines with an annual output of less than 300,000 tons have been further sorted out, classified and disposed of, and efforts have been made to eliminate and close them. Three years later, by 2022, the proportion of large coal mines in China will reach more than 70%.

  "Second mention" means improving ability. Mainly to improve the level of mechanization, informationization, automation and intelligence of coal mines, collectively known as the "four modernizations" of coal mines, so that the intelligent working faces of coal mining and well digging in coal mines will reach 1000 from the current 280. At the same time, the proportion of standardization of primary and secondary safety production in coal mines nationwide will also reach more than 70%. After three years, it presents the characteristics of "one less and two higher". "One less" means that the number of coal mines in the country has been greatly reduced, and "two highs" means that the safe and reliable supply capacity and safe production capacity of coal mines in the country have been greatly improved.

  "Three supervision" is to continue to strengthen coal mine safety law enforcement. In the past three years, we should continue to strengthen supervision and law enforcement, and all normal production mines under construction should establish remote monitoring systems to improve the risk management and control ability of coal mine safety, so as to further improve the level of coal mine safety production.

  The number of non-coal mines is relatively large, with low level and high risk. At present, there are more than 30,000 non-coal mines in China, and small non-coal mines account for 95%. There are about 7,800 tailings ponds in non-coal mines in China, of which 85% are small tailings ponds with four or five types, and there are about 1,112 "overhead reservoirs" in China. The risk of non-coal mines is still very high.

  Li Haowen, head of the General Office of the Emergency Management Department, said that the three-year rectification campaign focused on these problems. First, it focused on the source. Continue to close small non-coal mines that do not meet the conditions for safe production, and the tailings pond will only be reduced in principle.

  The second is to grasp training. The employees in non-coal mines will be included in the special action of the national safety skills training plan for employees in high-risk industries, and implemented step by step to improve the safety skills of employees in non-coal mines.

  The third is to grasp mechanization. Improve the level of mechanization in non-coal mines, increase mechanization, especially the promotion of some safe and practical technical equipment.

  The fourth is to grasp the key points. Focus on more than 30 people in the well, the mining depth is more than 800 meters, and the "overhead storage" of the tailings pond, as well as some oil and gas storage and capacity expansion projects, strengthen supervision and law enforcement around these key areas, eliminate major safety hazards, and improve safety and security capabilities.
