Wen Guo, spokesman of China National Intellectual Property Administration, said that the Plan is a "construction drawing" to promote the construction of intellectual property protection system in the new era, which mainly addresses the issues of "who will build" and "how to build" the intellectual property protection system from the whole chain, whole process and all elements.

The first stage goal is mainly based on the key and difficult issues of intellectual property protection at present, and the main attack direction in the near future is determined. The second stage goal is mainly to put forward the long-term work prospect for the specific task of building a strong intellectual property country in 2035.
